I probably could have sized down in these, but I am still in love with them. They are a great length as well, covering those areas that I want to cover. Super comfy.

Yes, it depends the look you want with them. If they will be used for layering only, I generally tell people to size down one size, so they are much more fitted. A true size is great as well, because they give you a little more forgiveness in the tummy and hips, if you want to wear them out as a top by themselves.
